Neoliberalism is liberalism "after." It is a rehabilitation of what was known as the "classical economists," from the end of the XVIII? to the beginning of the XIX?, who considered that the State should stay out of economic creation and that it was necessary to develop the theory of supply, i.e., to stimulate production, which naturally led to its demand through the income it helped to generate.
