The Group of States against Corruption (“GRECO”) was established in 1999 by the Council of Europe to monitor States’ compliance with the organisation’s anti-corruption standards.(1) Its mission is to ensure that peers comply with Council of Europe anti-corruption standards. It helps to identify gaps in national anti-corruption policies and thus encourages States to carry out what are considered to be necessary legislative, institutional, and practical reforms through evaluation cycles.
