As you know, last Thursday, the European Council has reached an important agreement on the Multiannual Financial Framework and on the "NextGenerationEU Recovery Plan for Europe".
The agreement was possible because of a compromise that regulated the link between the general political debate on rule of law, the payment of funds from the European budget and the protection of the European Union's financial interests. According to the compromise based on common sense, the mechanism shall be started only if there is an evidenced-based argument that the financial interests of the EU are infringed. In addition, the European Court of Justice will be called to examine the legal grounds of starting such mechanism.
