Germany wants the EU to set ground rules aimed at stopping capitals from blocking foreign policy decisions in Brussels, according to a draft letter to Kallas seen by Rapporteur.
Berlin has long advocated abolishing the requirement that foreign and security policy decisions, such as sanctions on Russia, be approved unanimously by all 27 countries. That irks smaller countries, which see unanimity as a potential lifeline.
"We must also ensure that this culture of consensus fosters common action rather than preventing it, otherwise we will have legitimacy but no strength," reads the German letter, which is supported by 11 other countries, including the Netherlands, Luxembourg, France, Belgium and Denmark.
